Yes, probably, if you use red whole wheat flour. Probably not if you use white whole wheat flour. And certainly not, if you use a 50/50 blend of white whole wheat and all-purpose flours. Does this rule of thumb hold fast across all different cookie genres, from the most delicate vanilla cutouts to hearty, chewy oatmeal cookies?

Mix sugar and butter in large bowl until fluffy. Add milk, lemon rind, vanilla and egg; mix well. Add flour, baking powder, baking soda, salt and nutmeg; mix well. Cover and chill for 30 minutes. Heat oven to 375°. Mix the 2 Tbsp sugar with the cinnamon. Shape dough into 1-inch balls. Roll in the cinnamon mixture.

Cover the bowl with plastic wrap, and chill for at least 4 hours. Once dough is ready, preheat oven to 325°F and line 2 baking sheets with parchment paper. Lightly dust a work surface with all-purpose flour and place chilled dough directly onto the work surface. Roll dough out to a ¼-inch thickness.

Whole wheat flour tends to be a fair bit denser and heavier than your standard all-purpose flour because of the fact that it uses the whole kernel of the wheat rather than just a portion. This will be noticeable in a cookie and you typically use half of the amount of flour called for when using whole-wheat flours.

Mix sugars, butter, vanilla and egg in large bowl. Stir in flour, baking soda and salt (dough will be stiff). Stir in chocolate chips. Drop dough by rounded tablespoonfuls about 2 inches apart onto ungreased cookie sheet.
